On 29 May 2013, the Council of the European Union’s Competitiveness Council, discussed Horizon 2020, the EU’s 8th Framework Programme for Research and Innovation.
A simplification of the funding system is considered a central part of the Council’s position on the Horizon 2020. The presidency is still hopeful that an agreement on Horizon 2020 can be reached at Council by 28 June 2013.
In order to achieve this Ministers are willing to be flexible on a number of issues such as widening participation, science for society, experimentation on a fast-track to innovation approach and budgetary targets or indication for energy, an SME instrument and possibly other elements.
Ministers have shown a degree of flexibility with regards to how the funding its to be allocated within Horizon 2020 but as the Multi-Financial Framework (MFF) has not yet itself been decided upon, it remains unclear how much money will be allocated to Horizon 2020.
